Who can be a member?

  1. Participation in the activities of the Co-ordination Network on Decommissioning of Nuclear Installations (CND) as associated member is open to manufacturers, users, universities, research centres, research infrastructures and regulators involved in different aspects of decommissioning.
  2. On approval from the EC, participation in the activities of the CND from non EU countries may be allowed within the terms and conditions set by the EC Framework Programme. In some areas, important for the preparation of decommissioning activities in the candidate countries, participation in the activities of the CND of partners from non EU countries like Russia and Ukraine might be essential to achieve the objectives.
  3. Participation in the activities of the CND becomes effective upon signing an Associated Membership Agreement with the co-ordinator and upon confirmation by the administration of DGXII of the EC.
  4. There is no membership fee for the participants in the Network. The network co-ordination costs are provided by the EC. Each participant has to bear own costs for organisation and participation in the network activities.

The fundamental criterion for the selection and admission of a participant in the CND should be the technical interest for the participant himself and for the other participants in the Network. In other words, all the participants should show a potential to transfer to other participants information, technology and good practice which can be useful to their own activities and to future decommissioning projects, and, more generally, which can contribute to keep, enhance and promulgate the European expertise and competitiveness in the decommissioning field at the international level and within national and international organisations, particularly in view of the EU enlargement process.

Besides its technical features, other aspects can constitute a reason for participation, e.g., the importance of a project as a model in the area of technical and cost management and the impact of the associated socio-economic choices.

As an example, the decommissioning activities to be considered in assessing the technical, managerial and economic interest of a participant should include one or several of the following items:

  • radiological characterisation, sampling, analysis, etc.;
  • dismantling techniques;
  • remote tooling for highly radioactive material or highly contaminated components;
  • decontamination methods and equipment;
  • health, safety and radiation protection and monitoring of workers, public and the environment;
  • waste categorisation, management and disposal techniques;
  • criteria for waste transportation and disposal and for exemption/clearance from regulatory control;
  • computerisation of decommissioning data collection and management;
  • decommissioning planning and management;
  • decommissioning cost estimation.
